I see this as an ideal source. The only thing that I think will top this will be the actual technical documents and research done by the people who came up with the system. I think it's ideal because it's a trusted source, a peer review is automatically part of the recorded proceedings, and it's a good summary and organization of technical facts and research. Although it is a second hand source, it is perhaps the highest quality second hand source you could possible have. As a bonus, it was prepared for the U.S. government - the same organization that is currently in the middle of making a decision on my issue right now (albeit a different committee).

That is a tough source to beat. I would suggest looking at the sources used for this report in order to diversify your evidence and see where the author(s) got their information from.

Although this is a tough source to beat, I believe that you need to be careful because the U.S may be biased towards their own country and certain ideas.

Yeah I wondered about that, Anu - most of the people who discuss the issue actually don't think the US government should have anything to do with it at all. Since most of the evidence seems to agree - I'm eager to know what government researches gleaned from it.
