Clark, Charles S. "Child Labor and Sweatshops." CQ Researcher 6.31 (1996): 721-744. CQ Researcher Online. CQ Press. Harold B. Lee Library, Provo, UT. 5 Mar. 2009 <http://library.cqpress.com/cqresearcher/cqresrre1996081600>.
1. source: CQ Researcher
2. author: Charles S. Clark
3. timeliness: 1996
4. evidence: there is a bibliography listed with all the sources
5. bias: the source seems to not be biased; it gives both viewpoints (both pro and con)
6. advertising: the website is not trying to sell anything
This source seems to be pretty credible because it offers multiple viewpoints and is not just an advertisement; it is really trying to communicate information. The only thing that makes me a little nervous about this source is that it is not recent. Therefore, I might need to compare it with more current information.

This source will probably give you great incite and information on the subject. But like you said its rather old. So i wouldn't base may assertions off it.
The source can still be good for comparing statistics and seeing if child labor has improved or not.
