Published by the National Association of Social Workers in 1982, this would seem to be a dated but reliable source. However, this article is provides a history of the poverty line. The author is a professor of social welfare at the University of Kansas and seems qualified on the topic. Evidence comes from numerous government documents and scholarly articles providing statistics to support the claims the author is making.

A dated source may even help to strengthen your thesis if your topic is comparing the current US poverty line to other definitions of poverty. It would be interesting to see what a researcher almost 30 years ago said in light of today's society.
I have not used Academic Search Premier, but this looks like a reliable source even though it is dated. For your topic it will help to compare the past to the present.
Ya I don't think that the date is a problem. You can totally use that to compare then and now. Keep looking though it's hard but there are sources out there!
